1. Why is the HDMI port not working?

Please check if your laptop's usb c port support DP Alt mode. If not , then won't work.

2. Why can't the USB C PD port charge the device?

The hub is not suitable for pass-through charging tablets (such as iPad Pro) or phones when using the original wall charger. To support full-speed charging for iPad Pro, please check if the adapter supports 15V (45W).
